The Preamble to the Bill of Rights (notice it’s called the Bill of RIGHTS not the Bill of Privileges) begins with this little nugget…

THE Conventions of a number of the States having at the time of their adopting the Constitution, expressed a desire, in order to prevent misconstruction or abuse of its powers, that further declaratory and restrictive clauses should be added:

So the Bill of Rights was written down after the Constitution was ratified to remind the government (and the people of the United States) what Rights the government could NOT touch.
